Development leaders stay ahead of their competitors by developing new practices and building a successful track record, whatever the economic situation. A key resource for property market growth and competitive advantages is the development of urban space. Today, there are more than 200 areas in Moscow with high potential for development. The adoption of laws on the development of industrial areas is opening up new sites for investment and giving fresh impetus to the innovation-based development of Russia's biggest cities. In this opening plenary session, we will discuss new development areas and approaches for urban spaces, and the commercial, transport and social infrastructure projects most successful in the West and applicable in Russia, with regulators and leaders in the Russian market, as well as international development experts, investors and development partners.

A presentation on Moscow's Unified Bank of Projects
(Partner: Moscow Investors Association)
The Unified Bank of Projects (http:/en.aimos.ru/) is an up-to-the minute and reliable systematic database of real estate investment projects in Moscow. As well as facilitating the implementation of investment projects and the search for investors and co-investors, the database also makes it possible to identify the projects that have the most potential and best meet investment priorities.
The database is notable for the in-depth elaboration of information on its investment/construction projects –their location and functional purpose, and title deeds to land and properties.
The creator and curator of the Unified Bank of Projects is the Moscow Investors Association, a non-governmental organisation, whose experts moderate the information on each property. This saves users time, by ensuring that they are shown only reliable information –the result of collaboration between the Moscow Investors Association and the Moscow Government. Furthermore, subject to a preliminary agreement with the owner of a project on offer, all interested investors may see the title deeds and permissions for the property.
Bringing together in one place verified information on properties that has passed an expert review, the Unified Bank of Projects is a unique tool for finding and attracting project investment.

10:00-11:30 Conference
Investing in housing construction in Russia: pros and cons
(Partner: Vedomosti business daily)
Times remain challenging for Russia's housing market. Effective demand has fallen, mortgages remain out of reach, and construction costs continue to rise. To add to this, significant changes in the market regulations take effect on 1 January 2017: amendments have been introduced to the law on co-financed construction, and changes have been made to the legislation on self-regulatory organisations in the construction industry. Construction in all regions has already started to slow down, but demand for quality housing remains unmet. How is it possible to operate, grow and attract investment in such conditions? This conference, organised by Vedomosti business daily and the Moscow Government, offers a chance to hear opinions from business leaders, government officials and experts on how to cope with the volatile Russian market.
Moderator: Bela Lyauv, Special Correspondent, Vedomosti
Discussion topics:
- Recent government legislative initiatives (Federal Law 214-FZ; the Law on self-regulatory organisations)
- Construction industry development policy: key challenges
- What development strategies are construction companies choosing? / Cost management / How can demand be stimulated?
- The potential of Russia's housing construction market: attracting investment for housing and other construction projects.
- Does Moscow need to build a lot of housing or not?
- The reality of development in Moscow: how should large areas be developed while the city's master plan is awaiting renewal? Should developers wait for the new document, or should they start developing individual projects now?
- How can the development of major projects be linked in with surrounding districts? How will the capital change the cadastral value of the land?
- How can businesses be attracted to projects with a time frame of 10-20 years or more? Long-term project financing mechanisms
- How can cooperation between investors and government authorities be made more effective?
- How can a balance be found between what buyers can afford and developers' interests?
- What growth strategies should developers adopt, and how can they compete for buyers?
- Growth forecasts for the construction industry and prospects for the housing market.

Transforming the energy of a territory into the energy of the new life of the capital
(Partner: RBC Media Holding)
With Moscow being a capital city, the pace of its business and social life creates unique qualitative requirements for its urban transformation. On one hand, Moscow's developers have access to the most ambitious projects to develop some 270 new industrial areas and spaces in the vicinity of new transport interchanges, but, on the other, formal implementation of the city's integrated territorial development plans has been lacking.
The city sees developers not only as qualified builders and investors, but also as participants in the transformation of social space and creators of new "places of power", developments to attract the best of the best, and a new language of communication between the city and its residents –mobile, global, social and positive.
Discussion topics:
- A socio-cultural model for Moscow: what do its active residents want?
- The capital –the people, philosophy and energy of its flagship development projects
- Significant development projects for industrial areas: post-industrial office spaces; educational clusters; aviation hubs
- New Moscow as a location for priority investment projects and a magnet for investment in developing urban industrial areas
- Science and technology parks –development opportunities for the city / Implementation of support programmes for SMEs working in innovation and production
- Global practices in regenerating industrial areas and industrial architecture of historic value
- Manufacturing sites –opportunities to preserve them and adapt them for contemporary use
- Regulation of urban development in historic areas and conservation areas
- Development strategy for industrial sites in conservation areas
- Redevelopment of industrial sites in the historic centres of cities around the world, and creation of tourism, recreation and cultural clusters: analysis of the effectiveness
